EU Biotech Act Sparks Division Among Ministers Over Drug Monopoly Extension

The proposed extension of drug monopoly rights under the EU’s Biotech Act has ignited a significant debate among member states. While some countries advocate for an additional year of exclusivity to encourage biotech investment, others warn that this could hinder competition and inflate healthcare costs. The disparity in access to innovative medicines across Europe, particularly for smaller nations, raises concerns about equity in healthcare.

Countries like Malta and Estonia have expressed reservations, highlighting the risk of further entrenching inequalities in medicine availability. With only 17 innovative medicines approved in Malta from 2020 to 2023, compared to over 150 in larger nations, the debate underscores the need for a balanced approach that considers both innovation and affordability.

EU health commissioner Várhelyi argues that without the extension, new therapies may never reach the market, suggesting that the focus should be on preventive measures to alleviate budget pressures. However, many ministers are calling for a more thorough impact assessment to understand the potential economic consequences of the proposed changes.

As the Irish presidency prepares to take over negotiations, the urgency to streamline the Biotech Act process is clear. The incoming leadership aims to enhance Europe’s biotech landscape while ensuring patient safety and equitable access to medicines, reflecting a critical moment for the future of healthcare in the EU.
