The Scottish government’s proposal for a mansion tax could nearly double council tax rates for high-value properties, significantly affecting homeowners in Scotland. Properties valued over £1 million may see their annual tax bills rise to approximately £7,700, with those worth between £1 million and £2 million facing increases of around £720. This change is part of a broader effort to reform an outdated council tax system, which has not been updated since 1991.

The introduction of new tax bands aims to address disparities in council tax contributions among homeowners, particularly in affluent areas like Edinburgh. The government argues that wealthier individuals should contribute more to local services, as current tax rates do not reflect the true value of luxury properties. This move is expected to impact about 15,000 homes, representing just 1% of Scotland’s housing stock.

The proposed changes are set to be implemented by April 2028, pending parliamentary approval. A targeted revaluation of properties will determine which homes fall into the new tax bands, with the funds raised being redistributed to local authorities.
