As Africa’s economies grow and industrialise, the protection of sensitive materials has become a pressing security priority. Governments are now tasked with safeguarding chemical, biological, radiological, and nuclear (CBRN) materials essential for healthcare, industry, and research from theft or misuse. This shift in focus from traditional security threats to the management of these materials reflects a broader understanding of how economic development can intersect with security needs.

The recent Africa Shield workshop in Tunisia highlighted the importance of robust regulatory systems and oversight to prevent the diversion of these materials. With the expansion of trade and cross-border connections, the same routes that facilitate commerce also pose risks for the illicit movement of hazardous substances. Ensuring that security measures keep pace with industrial growth is crucial for maintaining both safety and economic progress.

Participants at the workshop discussed strategies for enhancing cooperation among African nations to address these challenges. The emphasis is on building local capacities and institutions rather than relying solely on foreign assistance. This approach aims to create a sustainable framework for managing CBRN risks while fostering economic development through initiatives like the African Continental Free Trade Area.

Ultimately, the success of these efforts will depend on the ability of governments to implement effective regulations and enforcement mechanisms. As Africa continues to modernise, the integration of security and development will be vital in ensuring that progress does not come at the expense of safety.
