The EU’s Artificial Intelligence Act is beginning to reshape global standards for AI governance, impacting firms well beyond its borders. Recent research indicates that nearly half of the companies referencing the Act in their governance disclosures are headquartered outside the EU, highlighting a significant ‘Brussels Effect’ in AI regulation. This trend suggests that EU regulations are becoming benchmarks for companies worldwide, even before the Act’s full implementation in August 2026.

The Act’s extraterritorial reach means that any organization whose AI systems affect EU citizens must comply, regardless of their location. This has led to a notable engagement from non-EU firms, particularly in the technology sector, where nearly 40% of citations come from American companies. Major US tech firms are aligning with the EU’s standards to maintain access to the lucrative European market, despite the absence of a comprehensive federal AI law in the US.

As the Act’s requirements become binding, especially for high-risk AI applications in sectors like hiring and healthcare, companies will need to conduct thorough assessments of their AI systems. This shift could lead to significant changes in how AI is developed and deployed globally, as firms adapt to meet these new legal obligations.

However, a gap remains in actual governance practices, with only a small percentage of companies implementing policies for human oversight of AI decisions. As the EU AI Act takes effect, firms will face increasing pressure to ensure compliance, potentially transforming the landscape of AI governance and usage worldwide.
