Council Accountant Steals to Pay Scammers, Avoids Jail Time

Amirum Begum, a former accountant at Portsmouth City Council, stole over £72,000 from taxpayers to repay scammers who had defrauded her. Her method involved manipulating payment records, pocketing the difference, and converting the stolen funds into Amazon gift cards to obscure the theft.

This incident raises concerns about internal controls within local councils, particularly regarding cash handling and fraud prevention. The council has stated that such acts are rare, but the failure to prevent this theft highlights vulnerabilities in oversight and accountability.

Begum’s case also underscores the psychological pressure victims face from scammers, who often employ intimidation tactics. Although her actions were criminal, the court acknowledged the coercion she experienced, which complicates the narrative of victim versus perpetrator.

With the council now reviewing its processes, the incident serves as a warning to other public bodies about the need for stringent safeguards against internal fraud and the importance of supporting employees who may fall victim to scams.
