New Powers for Councils to Tackle Unwanted High Street Businesses

Prime Minister Andy Burnham has announced significant changes aimed at revitalising Britain’s high streets by empowering local councils to block unwanted businesses. This initiative targets the proliferation of vape shops and betting establishments, which have been a growing concern for communities. By closing planning loopholes, councils will now require planning permission for new vape shops, aligning them with stricter regulations similar to those for adult gaming centres.

The abolition of the Gambling Act’s ‘Aim to Permit’ rule will further enable councils to reject applications for new betting shops, addressing community opposition that has often been ignored. This shift not only aims to enhance local governance but also seeks to restore the character of town centres that have suffered from a decline in traditional retail spaces.

Additionally, police and local authorities will gain enhanced enforcement powers, allowing for longer Closure Orders of up to 12 months. This extension is crucial for investigating premises linked to organised crime, ensuring that illicit operations cannot easily reopen. The government is also focusing on improving the aesthetic quality of high streets, tackling issues like garish signage and poor shopfronts.

These measures are part of a broader £30 million initiative to combat organised crime and support local economies. By giving communities more control over their high streets, the government hopes to foster environments that reflect the needs and desires of local residents, ultimately leading to a more vibrant and safe shopping experience.
