The Stalemate in Sudan: Why Humanitarian Efforts Fail

Sudan’s ongoing civil war has led to a catastrophic humanitarian crisis, with over 14 million people displaced and tens of thousands dead. Despite international efforts, including a push by the US for a 90-day humanitarian truce, fighting continues unabated as warring factions prioritise military victories over peace negotiations. This persistent violence not only exacerbates the humanitarian situation but also complicates future diplomatic efforts.

The failure of truces can be traced back to the ambitions of military leaders, particularly Lieutenant General Abdel Fattah al-Burhan and RSF head Mohamed Hamdan Dagalo. Analysts suggest that these leaders are stalling negotiations to consolidate their power, undermining any potential for lasting peace. As both sides claim battlefield successes, the prospect of a negotiated settlement becomes increasingly remote.

International mediation attempts, including the Jeddah Declaration, have repeatedly collapsed due to violations by both factions. Aid groups are calling for immediate ceasefires to facilitate humanitarian access, but the entrenched positions of the military leaders hinder progress. The US has ramped up its diplomatic engagement, yet experts argue that punitive measures alone are ineffective without incentives for peace.

As the conflict drags on, the humanitarian situation in Sudan continues to deteriorate. The international community faces a daunting challenge in shifting the dynamics of the conflict, as the military leaders remain focused on their immediate goals rather than the welfare of the Sudanese people. Without a fundamental change in approach, the cycle of violence and humanitarian suffering is likely to persist.
