EU’s Sanction Dilemma: Patriarch Kirill Remains Unscathed for Now

The European Union has decided against immediate sanctions on Patriarch Kirill, the head of the Russian Orthodox Church, despite Hungary’s new government signalling a willingness to lift its previous opposition. Kirill has been accused of promoting propaganda that justifies Russia’s invasion of Ukraine, making his potential sanction a contentious issue within the EU.

Currently, the EU is preparing a “mini package” of sanctions focused on individuals linked to Russia’s military-industrial complex, but Kirill’s inclusion could complicate and delay this process. The EU aims to approve this package by mid-June, and adding Kirill might attract unwanted attention, hindering swift approval.

Looking ahead, the EU is also working on a broader 21st sanctions package, which may address Kirill’s situation more comprehensively. However, the success of these sanctions hinges on achieving unanimity among member states, a challenge that has persisted since attempts to sanction Kirill began in 2022.

The shift in Hungary’s political landscape offers a glimmer of hope for those advocating for sanctions against Kirill. However, the EU’s history of indecision on this matter suggests that any action may still be a long way off, leaving Kirill’s influence intact for the time being.
