Angela Rayner Dismisses Rent Control Proposals in England

Housing Secretary Angela Rayner has ruled out the introduction of rent controls in England, stating that the recently implemented Renters’ Rights Act is already making a significant impact on the rental market. This decision comes amid ongoing discussions about the cost of living crisis and the need for affordable housing. Rayner emphasized that previous temporary rent controls in other regions did not effectively lower rents, suggesting that the current legislative changes are a more viable solution.

The Renters’ Rights Act aims to enhance security for the 11 million renters in England by banning fixed-term tenancies and making evictions more challenging for landlords. Under this act, landlords can only increase rents once a year, aligning them with the open market rate. This shift is intended to provide more stability for tenants, potentially altering the dynamics of the rental market.

While some politicians, including Green Party leader Zack Polanski, advocate for rent controls as a means to alleviate the cost of living crisis, Rayner’s stance reflects a belief that such measures could deter landlords from renting properties altogether. This perspective raises questions about the balance between tenant protections and the willingness of landlords to engage in the rental market.

Looking ahead, Rayner acknowledged the challenges in meeting the government’s target of building 1.5 million new homes by 2029, citing rising construction costs. This ambitious goal underscores the ongoing struggle to address housing shortages and affordability in England, as the government seeks to navigate the complexities of the housing crisis while ensuring tenant rights are upheld.
