Concerns Rise Over Zero-Hours Contracts in UK Prisons

HMP Millsike, a privately operated prison, is seeking to recruit custody officers on zero-hours contracts, raising significant concerns among prison staff and unions. This move comes amid a staffing crisis, with around 350 empty cells due to a shortage of officers. The Prison Officers’ Association (POA) has strongly opposed this approach, arguing that it undermines workers’ rights and compromises safety in a high-pressure environment.

The introduction of flexible, task-based roles for escorting prisoners could lead to a casualisation of the workforce, which the POA warns is unacceptable. They argue that prison officers require stability and commitment, especially given the challenging nature of their work. The union has called on Andy Burnham, the Mayor of Greater Manchester, to intervene and uphold the government’s pledge against zero-hours contracts.

Mitie, the company managing HMP Millsike, claims that these roles are necessary to meet operational demands, yet the reliance on zero-hours contracts could exacerbate existing issues within the prison system. The POA’s deputy general secretary highlighted the risks of employing casual workers in such a critical role, especially when the prison is already struggling with safety and security concerns.

As the government grapples with a prison capacity crisis, the implications of this recruitment strategy could extend beyond staffing shortages, potentially affecting the safety of both staff and inmates. The situation at HMP Millsike serves as a warning about the broader impacts of flexible working arrangements in sensitive environments like prisons.
