In 2024, a Cuban dance teacher, operating under the alias ‘Dios’, orchestrated a series of arson attacks across Europe, revealing a troubling new tactic in Russian intelligence operations. Dios recruited individuals from Spanish-speaking countries, often targeting those in vulnerable financial situations, to carry out sabotage missions in at least four EU nations. This method of using ‘disposable agents’ allows Russia to conduct covert operations while distancing itself from direct involvement.

The implications of this recruitment strategy are significant. As traditional espionage methods face increased scrutiny and expulsion of diplomats, Russia has adapted by leveraging individuals who may not even be aware of their employers’ true intentions. This not only complicates law enforcement efforts but also raises concerns about the potential for more widespread chaos across Europe.

One notable recruit, Luis Alfonso Murillo Diosa, was lured into this network under the pretense of seeking work in Ukraine. His case highlights the risks faced by those seeking better opportunities, as they may unwittingly become embroiled in dangerous activities.
