Cuban Takeaway Faces Unintended Consequences of US Sanctions

The owner of a Belfast takeaway, the Cuban Sandwich Factory, found his business caught in a web of US sanctions against Cuba. Carlos Arguelles Leblanch reported that payments of £7,000 were withheld due to a banking software error, mistakenly linking his UK-based restaurant to the sanctions targeting Cuban entities.

This incident highlights the unexpected ramifications of international policy on local businesses. With US banks required to block transactions involving Cuban businesses, even those with no direct ties to Cuba can suffer. Arguelles believes that the words ‘Cuban’ and ‘factory’ triggered the compliance review that delayed his payments.

The situation underscores vulnerabilities in banking systems that can inadvertently impact livelihoods. Arguelles had to suspend Deliveroo orders temporarily, fearing that continued operations without payments could lead to closure.

While Citibank has resolved the issue, the incident raises concerns about how automated systems can misinterpret data, affecting small businesses far removed from the geopolitical tensions they reflect. This case serves as a warning about the complexities of international sanctions and their ripple effects on everyday life.
