New EU Packaging Rules Raise Concerns for Small Businesses

The EU’s new packaging regulations, aimed at reducing waste and banning harmful ‘forever chemicals’ like PFAS, are causing significant concern among small businesses. As these rules come into effect, many small sellers have paused shipments due to the increased administrative burden and costs associated with compliance.

The Packaging and Packaging Waste Regulation (PPWR) mandates that all new packaging must meet stricter standards, particularly for food contact materials. While these changes are intended to improve public health and environmental safety, small businesses argue that the financial and logistical challenges could threaten their operations.

For instance, the requirement to appoint representatives in each EU country can lead to costs exceeding €300 annually per country, which is unmanageable for many small traders. This has led to a growing petition against the regulations, highlighting fears that they could stifle cross-border trade and disproportionately impact smaller firms compared to larger corporations.

As the EU aims to cut packaging waste by 5% by 2030 and implement further restrictions on single-use plastics, the immediate effects on small businesses could reshape the landscape of online retail and local commerce, potentially leading to fewer options for consumers and increased prices as businesses adjust to the new rules.
