Police Ombudsman Critiques PSNI Handling of Indecent Exposure Case

A recent report by the Police Ombudsman has highlighted significant failures in the Police Service of Northern Ireland’s (PSNI) investigation into an indecent exposure allegation against Jonathan Creswell. The Ombudsman stated that the police did not adequately support the victim, which raises serious concerns about how such cases are handled. This inadequacy not only affects the complainant’s trust in law enforcement but also has broader implications for how victims of sexual offences may perceive the police’s commitment to their safety and justice.

The investigation’s shortcomings included a lack of witness statements and failure to consider Creswell’s previous violent offences, which could indicate a pattern of escalating behaviour. This oversight is particularly troubling given that indecent exposure can be a precursor to more severe sexual crimes. The Ombudsman emphasized that without thorough investigations, offenders may remain free to commit further offences, undermining efforts to combat sexual violence against women and girls.

Moreover, the report suggests that police officers did not pursue all available leads, including failing to collaborate with the Irish police to locate Creswell. This lack of diligence could discourage future victims from coming forward, fearing that their cases will not be taken seriously. The Ombudsman has recommended disciplinary action against the officers involved, but the PSNI’s response has been criticized as insufficient.

As this case unfolds, it serves as a stark reminder of the importance of robust investigations in sexual offence cases. The implications of this report extend beyond Creswell’s case, potentially impacting how victims engage with police in the future and highlighting the need for systemic changes within the PSNI to ensure accountability and support for victims.
