Proposed Changes to House of Lords Attendance Rules

A new proposal for the House of Lords aims to enforce stricter attendance requirements and introduce a retirement age for peers. The House of Lords Retirement and Participation Committee suggests that members must attend at least 20% of sitting days, a significant increase from the current requirement of just one attendance per session. This change is designed to enhance the effectiveness of the upper chamber, which has faced criticism for its size and participation levels.

The committee also recommends a phased retirement age, starting at 85 in 2029 and gradually reducing to 80 by 2034. This approach seeks to prevent a sudden loss of experienced members, allowing for a smoother transition as older peers retire. The proposed changes reflect a growing concern about the functionality of the House of Lords, which currently has 774 members, making it one of the largest legislative bodies in the world.

Baroness Taylor of Bolton, the committee chair, emphasised that these reforms are a practical solution to ensure the House remains effective. The recommendations come in the wake of a Labour manifesto commitment to reform the Lords, highlighting the government’s intent to modernise parliamentary processes.

As the proposals move forward, they could reshape the dynamics within the House of Lords, impacting how legislation is debated and passed. The government has yet to respond, but these changes could signal a significant shift in the upper chamber’s operations and its role in UK governance.
