Scottish Ferries Agency Secures Ownership of Unfinished Ships Amid Shipyard Crisis

Caledonian Maritime Assets Ltd (CMAL) has taken the unusual step of paying in full for three unfinished ferries being built at the Cemre shipyard in Turkey. This precautionary measure comes as the shipyard faces significant economic challenges, ensuring that CMAL retains ownership and can complete the vessels elsewhere if necessary.

The decision to pay early, typically reserved for dire situations, aims to safeguard the investment already made in the ships. CMAL’s chief executive expressed disappointment over the circumstances but highlighted the necessity of protecting public funds and ensuring the ferries are delivered to serve Scottish communities.

The move could have financial implications for Scottish taxpayers if the ships need to be completed at another facility, potentially leading to increased costs. The first vessel, MV Isle of Islay, was delivered 15 months late, raising concerns about the shipyard’s reliability and the impact on the CalMac fleet.

With the Scottish government backing CMAL’s decision, the focus now shifts to ensuring the timely completion of these ferries, which are crucial for the west coast ferry network. The situation underscores the vulnerabilities in international shipbuilding contracts and the need for robust contingency planning in public procurement.
