The UK government’s rejection of a proposed ‘kill switch’ for dangerous AI highlights a significant gap in regulatory measures. The Cabinet Office argues that simply turning off AI systems is impractical, as it would not prevent misuse from models developed outside the UK. This decision raises concerns about the country’s ability to manage AI risks effectively, especially as fears grow over rogue AI behaviour.

Critics of the kill switch idea point to the slow response times in identifying AI threats, suggesting that a legislative solution may not be timely enough to address urgent risks. The proposal, which has garnered cross-party support, aims to provide a mechanism for shutting down AI systems exhibiting dangerous behaviour, but the government remains sceptical about its feasibility.

Experts like former OpenAI researcher Daniel Kokotajilo warn that without international cooperation, a national kill switch would be largely ineffective. The focus, they argue, should shift towards global regulatory frameworks that can better manage AI development and deployment.
