Challenges Facing Gaza’s Stabilization Mission

The planned International Stabilization Force (ISF) for Gaza faces significant hurdles, primarily due to political discord among key stakeholders. Israel’s insistence on Hamas disarming before reconstruction can begin complicates efforts, as Hamas has not committed to full disarmament. This political impasse raises concerns about whether the ISF can fulfill its intended role of securing aid and supporting a political transition.

Morocco’s recent agreement to contribute troops marks a notable step, yet it underscores the broader issue: many Arab nations are hesitant to engage without a clear political framework. Their support hinges on the establishment of a legitimate Palestinian administration, which is currently lacking. This situation creates a paradox where reconstruction is tied to security, yet security cannot be established without reconstruction.

The differing expectations of involved parties exacerbate the situation. While Israel prioritizes military security, potential troop-contributing countries seek a traditional peacekeeping mandate with defined risks. This mismatch of goals may hinder the mission’s effectiveness and prolong the political stalemate.

Ultimately, the ISF’s success relies on overcoming these political challenges. The mission’s ability to stabilize Gaza and facilitate reconstruction may be compromised if a cohesive political roadmap is not developed soon, leaving the region in a precarious state.
