Billy Howarth, co-founder of Parents Against Grooming UK, has taken it upon himself to protect the victims, forming a local response team to ensure their safety. The lack of a formal witness protection programme for victims of grooming gangs raises serious questions about the effectiveness of current safeguarding policies.
